Why the Union Cabinet gave its nods to update the National Population Register (NPR)?
The Union Cabinet cleared a scheme for
updating the National Population Register (NPR) at a cost of Rs 3,900 crore and budget for census
2021 will be Rs. 8,754 crore. The National Population Register (NPR) exercise will be held between
April-September 2020 in all state and union territories except Assam.
This will be done under the provision
of The Citizenship Act 1955 and Citizenship (Registration of Citizens and the issue
of National Identity Card) Rule 2003. There is different section 6A in
Citizenship Act 1955 gives Special
provisions as to the citizenship of persons covered by the Assam Accord. That’s why Assam is excluded from the NPR.
What is National population Register (NPR)?
It is a register of the usual resident of
the country. NPR includes both citizen and non-citizen also. It is mandatory
for every usual resident of India to register in the NPR.it will be prepared at
the ground level (Village/town), subdivision, district, state and national
level.
Which data will be collected for NPR?
The NPR database would contain both
demographic and biometric detail
In demographic detail, it will involve
gathering information for the first time regarding date and place of birth of a
usual resident’s mother and father, as well as his/her identity details like Aadhaar number, passport number, driving license number and voter ID.
This database, under the NPR, will be
maintained by the registrar general of India and census commissioner of India,
Ministry of Home Affairs.
What people will get from NPR?
A Resident Identity Card (RIC) will be
issued to individuals over the age of 18. It is a chip-embedded smart card
which contains both demographic and biometric data of the person and UID number
(Aadhaar) will also be printed.
Why NPR is necessary?
The main objective of the NPR is to
create a comprehensive identity database of every usual resident in the country
irrespective of the individuals is citizen or non-citizen of India. It will
streamline data of residents across various platforms. It would help the
government to build a better scheme. It would help in better targeting of the
benefits and services under the government schemes and the most important it
will strengthen the security of the country.

Census-NRC- NPR
Apart from the usual census related to the question, NPR also asks the individual where his/her parents were born. NPR
will ask for biometric data and the detail about the Aadhaar card detail,
driving card licenses, voter card, and mobile number if available.
Population census in India is
conducted under the census act of 1948 and NPR is under the citizenship act In 1955, both exercises come under different legislation.
The NPR first conducted in 2010 along
with the census 2011. In 2015, this data was further updated by conducting a
door to door survey. Digitization and Aadhaar seeding carried out for this NPR
data in 2015-16.
NRC (National Register of citizens) is
the exercise to collect the information of the individuals who is a citizen of
India.

NPR=list of Resident
NPR will include detail of foreigners
who are residing in India for a period of 6 months or more, NRC will contain
detail of only the citizens of India. Hence NRC can be said to be a subset of
the NPR. NPR can be the base for a nationwide national register of citizens. It
is seen as the first step towards NRC, According to the same citizenship rules
of 2003.
What is in citizenship rules 2003?
It is the Amendment of the citizenship
act 1955. 2003 rules under the head of NRC explicitly state that during the verification process, particular such individuals whose citizenship is
doubtful shall be entered by the local registrar with an appropriate remark in
the population register for further inquiry. In case of doubtful citizenship
the individual or the family shall be informed in a specified pro forma
immediately after the verification process is over.
